Code from src/org/apache/xml/serializer/ToStream.java (r475894 from trunk)

causes the encoding spelled "WINDOWS-1250" to be equivalent to basic ASCII character set - but it is not!

The workaround is to use encoding spelled as "windows-1250" which is treated correctly and it will not cause problems when encoding characters.

Just remove line 722.
