I think that Craig Forbes want the building & installation honor the '--bindir=DIR            user executables [EPREFIX/bin]',  which is default to 'EPREFIX/bin' if not specified, I think you may submit patch if that does not work as you wish.

IMO, all the _path config options should be removed as those are binary releasing options, as we are now open sourced with all layout configurable, we should remove them (or hardcode to the configure specified directory) from records config.
