We have ported CsvTableSource and CsvTableSink to api-java-bridge. We should also port CsvTableFactory to api-java-bridge to avoid blink-planner implement it again. 

This should include CsvBatchTableSourceFactory, CsvAppendTableSourceFactory, CsvAppendTableSinkFactory, CsvBatchTableSinkFactory.
