Currently we configure DBOptions and column families settings in different places - SharedRocksDBInstanceCreator, RocksDbKeyValueStorage, DefaultLogStorageFactory, etc. Most of these settings are hardcoded, also some important configurations are omitted (i.e. shared instance creator doesn't configure max_background_jobs and max_write_buffer_number)
