I see that http://www.apache.org/licenses/LICENSE-2.0 seems to be the basis for the top-level LICENSE file in each project.

Considering the extensive discussion that went on in this thread about the ESME project, http://markmail.org/message/r2ewtoq4yyvwbfmr, about not leaving copyrights in source files and moving the copyrights to the NOTICE file
I am very surprised that the copyright template that every project publishes includes this a line for a non-Apache copyright in the template.

Am I totally misunderstanding this the context of where this Apache license template should be used?
