Using docker requires the user to opt-in though right? If we expect most users to use docker (or somehow find that they are), then we need to make the cat-X install optional, even if that means having two images.

Legal's main framing question (ref [the FAQ|http://apache.org/legal/resolved.html#optional]) is

The answer needs to be yes for us to be in compliance.
