Improve the following function unit test in util.go
* IsPluginMode
* Convert2ConfigMap
* IsPodRunning
* GetNamespaceQuotaFromAnnotation (JSON Unmarshal error case)
* WaitForCondition
* GetCoreSchedulerConfigFromConfigMap (NotMapping file case)
