bench: bump resolver to 2.0.22-SNAPSHOT for performance testing
Aggregate branch combining all performance optimization PRs:
- #12652: Optimize reactor sort, model pool, and phase comparator
- #12653: Optimize model building pipeline: defer Dependency.build()
- #12654: Add AsyncDrainWriter to eliminate PrintWriter lock contention
- #12655: Wire isLocationTracking() to XML parser
- #12662: Enable PathConflictResolver by default
Requires maven-resolver built from master + PR apache/maven-resolver#2014.
