The VALID_CERTS, REVOKED_CERTS, etc. column family definitions in SCM Rocks DB are not persisted via Ratis. Now that we have merged SCM HA feature branch into master, this Jira can be used to track fixing the security metadata persistence to happen via Ratis to avoid inconsistencies across different SCM's when HA is enabled.
