[NO ISSUE][COMP] Fix CBO scan cost of a pushed LIMIT

A LIMIT pushed into a data scan stops each partition on its own, so
the cluster reads the limit once per partition rather than once in
total. The scan also has to produce the offset rows, since the LIMIT
itself skips them. The scan was costed for the limit alone, as if it
applied to the whole cluster.
