Break-before ERROR

Hi,
the break-before="even-page" doesn't work if last page it's even page and i
put this label in <fo:table> into <fo:static-content
flow-name="xsl-region-before">. If last page it's odd page then insert a
blank page---> it's work

What's happens???

Break-before shouldn't work in static content at all, it only works
in the flow. Surely you mean something else?
