[log4j] Release 2.20.0 missing tests.jar

It seems like the 2.20.0 release is missing the 
log4j-core-2.20.0-tests.jar, that used to be part of the releases. Is 
that intentional?

It's been renamed in a new Maven module without using a qualifier. AFK. See
