### What happened
After saving the file, although in netbeans have seen the changeit, but is not actually saved in windows.
### How to reproduce
1. open one php file
2. save after modification
3. use notepad to open this file
4. it was found that the content has not been modified
### Did this work correctly in an earlier version?
No / Don't know
### Operating System
wondows 10 and windows 7
### JDK
no use. #netbeans_jdkhome="/path/to/jdk"
### Apache NetBeans packaging
Apache NetBeans binary zip
### Anything else
This problem also occurs in previous netbeans versions

That doesn't mean you're not using a JDK! Please open `Help / About` and copy the `Java`, `Runtime` and `System` values into a comment here. Thanks!
