ReadmeName (mod_autoindex) not displaying file

Summary: ReadmeName (mod_autoindex) not displaying file
           Product: Apache httpd-1.3
           Version: 1.3.24
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Other mods
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: jon.handiboe@jhuapl.edu

Apache 1.3.24 on RedHat 7.2. ./httpd -l:

Compiled-in modules:
  http_core.c
  mod_env.c
  mod_log_config.c
  mod_mime.c
  mod_negotiation.c
  mod_status.c
  mod_include.c
  mod_autoindex.c
  mod_dir.c
  mod_cgi.c
  mod_asis.c
  mod_imap.c
  mod_actions.c
  mod_userdir.c
  mod_alias.c
  mod_access.c
  mod_auth.c
  mod_so.c
  mod_setenvif.c

Default http.conf file (IndexOptions FancyIndexing: ReadmeName README). File
doesn't get displayed in browser. Other functions of autoindex (AddDescription,
IndexIgnore, AddIcon) all seem to work okay. Same configuration file running
with apache 1.3.23 install on same system works okay.
