.asf.yaml file for github repo

Hi,

some days ago, infra opened up a new self-service for git repositories,
through an .asf.yaml file [#1]. I'd like to add it so we're able to control
the repository metadata (description, homepage and labels) without
reverting to infra. Thoughts?
