Yes, that input is ambiguous. You'd have to prefix with "file:" or "hdfs:', etc This isn't a problem with Spark per se but just how anything interpreting input as a potential URI faces.
I can't reproduce your issue [~zsxwing] - that works for me locally (when I fix the ? to :). It happens to work as intended without file: because a scheme can't have a slash.
