easiest way to repro this is to add
hiveConf.setBoolVar(HiveConf.ConfVars.HIVE_SUPPORT_CONCURRENCY, true);
hiveConf.setVar(HiveConf.ConfVars.HIVE_TXN_MANAGER, "org.apache.hadoop.hive.ql.lockmgr.DbTxnManager");
in HCatBaseTest.setUpHiveConf()
