[lang] Javadocs

I've run the Sun javadoc checker over [lang] and there are quite a few
issues that could be cleaned up.  I'm just about done cleaning up the
builder package, hopefully I'll have a patch ready this weekend.  I've
spent a bit of time making them conform to the Sun style conventions as
well (just for builder).
