PMC and Committer list after graduation

Hi all,

We called an invitation to be IoTDB PMC member after graduation in private@
mailing list for all PPMCs 4 days ago.

Finally, 22 PPMCs said YES to be PMC member after graduation.
PMC's duty is at [1].

If there are no more suggestions, they will be listed in our resolution.
