url rewriting for directory listings in default servlet

Hi,

i wanna list directory entries with german special chars like ä, ü, ö.
this chars were not urlencodiert from the DefaultServlet. my machins
LANG is de_DE an i start tomcat with -Duser.language=de
-Duser.region=DE.

what i am doing wrong?
