Maven.xml sans Project.xml?

Hi,

Would it be possible to enhance Maven so that it executes maven.xml if 
project.xml is not present (but doesn't register all the built-in plugins). 
The reason for this is that it would allow a top level maven.xml script to 
not require project.xml if it does not have an associated project.

This is useful when building things like toplevel docs/reactor for avalon or 
commons like projects.

Thoughts?
