The artifacts has been explicitly added in https://github.com/apache/sling-tooling-release/blob/b649c164145e05c613e120c5270de22cf82a4064/generate_javadoc_for_release.sh#L26 though.

[~rombert] Do you know why the javadoc does still not appear?
