Currently, BytesColumnVector will allocate a buffer for small values (< 1mb), but fail with:
{code:java}
new RuntimeException("Overflow of newLength. smallBuffer.length="
+ smallBuffer.length + ", nextElemLength=" + nextElemLength);
{code:java}
if the aggregate size of the buffer crosses over 1gb.
