the official location I can folk and request pull?

If you set Notifications to Watching ("Watch" button/dropdown near the top
right at https://github.com/apache/incubator-calcite) you will get
notified.

untrue, you need to request Github Integration from Infra and then PR
comments can be sent to the dev mailing list.
see https://infrahelp.apache.org <https://infrahelp.apache.org/> and choose ‘Github Integration’ and specify
the appropriate hooks you would like.
