To facilitate starting the Admin REST API on a Locator, start locator command should include --http-service-port and --http-service-bind-address.

Workaround is to specify these configuration properties with --J:

--J=-Dgemfire.http-service-port=
--J=-Dgemfire.http-service-bind-address=
