rpcrouter troubles

When I try to execute any of the samples or access the rpcrouter from a 
browser I get:

Caught SOAPException (SOAP-ENV:Protocol):
<h1>Error: 404</h1><h2>Location: /soap/servlet/rpcrouter</h2>

The soap admin tool seems to work fine and the sample servlets w/ Tomcat 
seem to work fine too.  Any hints on how to get the rpcrouter running?

Win2K
JDK 1.3
Tomcat 3.1
soap 2.0
