Currently the web console does not properly re-import its own exported package. We should update to the latest bundle plugin which also allows for annotation based export declaration.

Felix Meschberger resolved FELIX-3281.

    Resolution: Fixed

Upgraded to Bundle plugin 2.3.6 in Rev. 1215479 with:
  * BND annotations for export
  * Adding JavaDoc
  * Source level Java 5 (for annotations) and target jsr14 (for 1.4 class files)

Note, that this prevents the Web Console to run on platform earlier than Java 1.4. I think and hope this is not a big deal any more in 2011 ;-)
