   This is follow on work for #3350, after its merged then TransactionWatcher can probably be removed.  Its purpose was to ensure threads running on tablet servers on behalf of a fate transaction to do bulk imports did not run after the fate transactions.  After #3350 these thread no longer run in the tablet server so it seems like this code can be removed.  When removing TransactionWatcher need to also find any code that is only used by it and remove that also.
