Use of dual licensed libraries in Apache Projects

Hi,

I want to use a Python library[1] which is dual licensed[2] with GPLv2
(because of a dependency of its own on a GPLv2 licensed library) and Apache
License v2.

The Apache page on Licensing[3] mentions that it doesn't dual license it's
code. I'm not clear on the specifics, so does this mean I cannot use this
library inside Apache code?
