[ANNOUNCE] Release Apache rocketmq-client-python 1.2.0

Hello RocketMQ Community,

The Apache RocketMQ team would like to announce the release of Apache
rocketmq-client-python 1.2.0.

This version is the first official Python client of rocketmq. It is based
on the kernel of the CPP client and uses boost python to encapsulate the
API Implementation of C. You can make Python modules with a simple command.
