Safly shut down xindice server

Hi I'm trying to shutdown an instance of xindice
$ xindiceadmin shutdown -c /db -v

This command  produces an error

ERROR :
A connection to the database instance 'db' could not be created .Error 
Connection Refused.

This wasn't the case but I seem to now experiencing problems
