Is there any plan for releasing Xalan-C 1.12

Hi all, 

Is there any plan for releasing a Xalan-C patch release (ex: 1.12)?  The fix I am needed is [XALANC-744]
 
 [XALANC-744] XalanLocator::getSystemId() can return NULL, cause crash - ASF JIRA

  As it tend to be a show stopper when using Xalan.exe in large project.
