Running FOP from anywhere

One of the changes since 0.20.4 is (thanks Anton! ;-p):
- Teach FOP under NT/2000/XP to start when the user is in any directory,
   maybe not FOP's home, like ANT does it. (#19466, JM)

I've installed fop-0.20.5rc3a, but if I run this from the c:\> prompt, I 
get the following error:

   C:\>fop.bat
   'fop.bat' is not recognized as an internal or external command,
   operable program or batch file.

Perhaps the FOP/Running page could be updated to include more 
information about this. In particular, I'm wondering about how this new 
feature affects the following:
- how do I implement this feature (do I need to somehow change the 
registry? or is it automatic)?
- how do you set it up on Windows? on Linux? on Unix?
- how do I turn this feature off?
- how do I run different versions of FOP for testing?

Also, how do I know which version is running? FOP doesn't announce in 
its output the FOP version number. But I used to know which version was 
being used as its version would be either in the C: prompt or I'd have 
to call it directly. I've got multiple installations of FOP:
   c:\java\fop-0.20.4
   c:\java\fop-0.20.5
   c:\java\fop-0.20.5rc
   c:\java\fop-0.20.5rc2
   c:\java\fop-0.20.5rc3
   c:\java\fop-0.20.5rc3a
