    Gut the appendoptimized_basic test
    
    Reasons to gut:
    
    * It was added in the iteration_REL_12 merge branch: 7c0fbc63b97 but was
    never a part of any schedule.
    * Test doesn't pass (index scan plan never materializes)
    * Test cases here are covered in other tests
