Please create new xml-xalan committer account: villard (Lionel Villard)

Please create a new Apache committer account 'villard' for Lionel Villard 
in the xml-xalan project.  He can be reached at villard@us.ibm.com.

We've had nine +1 votes with no dissenting votes or commentary over 6 days 
on an active mailing list.

Dear XML PMC: 
I can't remember if infrastructure@ or the PMC had set policy that only 
PMC members or chairs were supposed to ask root for new accounts, but I 
figure most folks should know my name well enough to trust me by now.  8-) 
 Slap me with a wet URL if I should have waited for Ted the chair to do 
it.

Dear Lionel:
Someone from Apache should be contacting you within a couple of days with 
your new account info.  I'll forward you instructions on getting setup 
(you'll need to change your original password ASAP, obviously).  Let me 
know if you have questions.

I'd like to nominate  Lionel Villard <vi...@us.ibm.com> for committer on 

the xml-xalan project.

Lionel designed and built the xpath_rwapi prototype implementation of an 
XPath 2.0 parser and abstract syntax tree for the xslt20 branch of 
Xalan.  He's been prompt at providing patches and updates for questions or 

suggestions that Santiago have been giving him (including one patch I 
haven't put in yet... bad Shane).  He also wants to contribute more to 
Xalan, focusing on debug APIs and tooling APIs to enable better 
integration 
in external tools like editors and IDEs and what-not.

For code details, see the CVS logs and the bulk of the 
xml-xalan/java/xpath_rwapi directory in the xslt20 branch.

Are there enough committers who would approve this nomination with some +1 

votes?

I think it's just that the PMC needs to be cc'd.

Account created, password sent; I'll leave it up to Ted to create the CVS
privs, as proof his new cvsadmin duties work.  :)
