Rework the kernel so that it is possible to just embed the Application object
from Phoenix into your own tools/environments. This means that many of the
facilities usually provided to the application may be a noop, but the
application can still be run.
This embeddable Application object would also bypass the Phoenix deployment
format thus allowing users more flexability in how they deploy their
applications.
