controlling access to repositories based on svn client version nu mber

We would like to deny access to our Subversion repositories by Subversion
clients that are not version 1.3.0.

I understand that Subversion clients report their version number in the user
agent string of server requests.

We use Apache2. In the http.conf configuration file, we try to allow access
using the BrowserMatch feature:

	BrowserMatch "^SVN/1\.3\.0" letmein

	<Directory "D:/svnpd">
	    Order Deny,Allow
	    Deny from all
	    Allow from env=letmein
	</Directory>

However it doesn't seem to work. We have tried this for a while with
different server versions. For some versions it works (eg when we were
using 1.2.1), but since 1.2.3 we havent had any luck.

Has anyone else tried doing this?

Cheers,
Michael Colefax
