Per the docs from PhoneGap Build here: http://phonegap.com/blog/2014/04/11/phonegap-build-adds-some-new-features/#pgbomit

Please add something similar for CLI, non-PhoneGap Build users, to be able to exclude folders from a build w/out having to figure out/implement strange hooks in each project.
