Since many threads on Optiq developer list are from JIRA update and git commit logs, it is easy to lose track of other important mails. 

We need a separate mailing list (say "optiq-issues@incubator.apache.org") for notification from Optiq JIRA and Git repository commits.

When JIRA cases are logged, the notification should go to the optiq-dev list, as at present.

(This request is essentially the same as INFRA-7742.)
