Seems that after the Jersey upgrade the default welcome page has changed in RM UI v1:
 * RM_HOST:PORT/cluster loads "About the cluster" page

 * RM_HOST:PORT/cluster/ loads "All Applications" page

The old behaviour was to load the applications page in both cases, it might be relevant for backward-compatibility
