[users@httpd] Display characters in Japanese

I am hoping someone will be able to help me or give me some
suggestion and additional ideas to try.

I am trying to display Japanese characters using apache 2.0.

I can successfully display the Japanese characters if I register an application
through ap_hook_handler (.) and add the following directives to my httpd.conf file.

***************************
AddDefaultCharset shift_jis
and
AddCharset shift_jis .jp-jp
***************************

Unfortunately my current new application has to be registered through
ap_hook_access_checker (..)

In my new application I have tried setting the content type
text/html or text/html;charset=shift_jis

Using

AP_DECLARE(void) ap_set_content_type (.)

For some reason, it appears that the content type is getting reset to
ISO-8859-1 by the server. (I can see this by monitoring the network)

I have noticed below comment in function ap_set_content_type (.)

/* Insert filters requested by the AddOutputFiltersByType
         * configuration directive. Content-type filters must be
         * inserted after the content handlers have run because
         * only then, do we reliably know the content-type.
*/

I am hoping that this does not mean that content type can only be set in the
ap_hook_handler hook and or there is a work around to my problem.

Thank you for your help

AddDefaultCharset UTF-8 in httpd.conf
