Planning for a 1.10 release.

I would like to raise the issue of releasing 1.10 in the near future.  It
has been 16+ months since the last release.  At this point I'd like to shoot
for a late August release unless additional blockers are identified, or
concerns raised.

 

There was some work done back in Jan/Feb timeframe and then things stalled,
and I'm hopeful we can resolve the few remaining issues and make a release.

 

I created an issue to track items that need to be addressed if there is
anything that someone would like to include.  The issue is:
