[1.4] ODT upload

How does one go about uploading an ODT file for use? I go to file, then 
hit New ODT, create that just fine. Then from there I don't see anything 
in the menu that would allow me to actually upload the corresponding 
file. I see the usecase in the files, but it doesn't appear to be 
accessible from the UI.

Hi again,

I've just noticed that you said you can't access the upload screen. I access
it from the Edit menu.  There are two entries: Upload and download, and as I
said previously I've just made a fresh checkout. Maybe your local copy is
broken.

Hi Richard,

Have you enabled uploads in local.build.properties? I have checked it
against a fresh tree and it works.
