7zip is mostly LGPL, so we wouldn't be able to include this in the main distribution of Apache Tika.
If you wanted to develop a plugin Parser based on this, we'd be happy to list it at https://cwiki.apache.org/confluence/display/TIKA/3rd+party+parser+plugins (where the other parsers with license issues are listed)
