[users@httpd] last access time

does apache modify the last access date of a resource obtained through a call to 
function ap_sub_req_lookup_file?

If you mount the filesystem with noatime, it will not be changed.

That would be dependent on your filesystem, not apache.
If you mount the filesystem with noatime, it will not be changed.
