   using ` +  retries: "{{ docker.pull.retries }}" ` seems like the wrong knob here.
   also the post deploy playbook which installs the catalog will suffer the same.
   I suggest waiting until #3760 is merged first because it reorganizes the playbooks and addresses some hidden failures with these scripts.
