BUG: Hide shared networks with no free IP, from GUI in "Add network to VM" dialog

Hi,

just filed the new bug:
https://issues.apache.org/jira/browse/CLOUDSTACK-8333
Nothing critical, but should be fixes (if not done already in newer
releases)

When all IPs are consumed (no more IPs available) in the Shared Guest
network then folowing is true in 4.3.2

   - In the "Add Instance" wizard, this Guest netowrk is NOT displayed any
   more - FINE.
   - When editing existng VM, on the NIC tab, when clicking "Add network to
   VM" this Guest network IS available - and this results with an error since
   no free IPs in the pool.

For consistency reasons, the network should also not be displayed in the
"Add network to VM" dialog/popup.
