Drop struts2-sitegraph-plugin

Hi,

I want to drop this plugin, I think nobody is using it and holds back
some refactors I want to perform.

Let's start with marking it as @deprecated and then we can drop it
with a next major release.

+1 for dropping the SiteGraph plugin

Given:
* steps required to generate
* requirement of a seperate program to view it (dot package from GraphViz)

I don't think that it's actively used by more than just a couple people.

When it gets dropped there should be:
* a clear warning in the version notes of the version where it gets dropped
* from the moment the decision is taken: a warning on the plugin
documentation page that it will be dropped

We can mark it but in my opinion nobody is using it, it won't work and
I think nobody generates site graphs manually these days (to use this
plugin you must manually launch it from the top folder of your Struts
app)
