[I] [R][CI] Use RHEL-9 binaries on Amazon Linux 2023 builds [arrow]

thisisnic opened a new issue, #49459:
URL: https://github.com/apache/arrow/issues/49459

   ### Describe the enhancement requested

RHEL9 binaries work with Fedora, on which Amazon Linux 2023 is based.

Our benchmark runs are currently building duckdb from source which takes ~45 mins. Tested in a container locally which installed RSPM binaries and went from 45 mins to ~2 mins to install the R dependencies.

   ### Component(s)

   Continuous Integration
