I converted simple crud service to entity-auto for following entites  :
 * TaxAuthority
 * TaxAuthorityAssoc
 * TaxAuthorityCategory (not remove)
 * TaxAuthorityGlAccount
 * TaxAuthorityRateProduct

I also move the permission check to the service definition
